In my opinion , Singapore’s challenge is shortage of experienced talent. While the universities have very modern and cutting edge programs designed to train and create a supply , experience comes from working with data and getting exposed to many different types and facets and uses of it. At this point, I think Singapore is relying more on experience of a few and second hand learning. Most people in the field (in my experience) are very fresh and while they are very savvy with the technology, how and where to use what is something that comes from exposure.
This is a challenge that will take at least 5 years to resolve IMHO.
